Bottom scroll bug

I've been experiencing this for many versions. Currently using 16.1.3.10.

With the image browser on the bottom in horizontal linear view, when attempting to select the image file name it instead clicks the hidden scroll bar and pull me away from the images. Is it possible to unhide the scroll bar and push the contents up? Video and screen shot included. Thanks.
