Importing from SD card automatically selects and imports duplicates

Hi, my first post here

I have an annoying issue with C1 23. When I create a new session and import RAW files from my SD card, C1 automatically selects the photos I previously imported on another session. If I'm not careful to deselect these older images C1 will create a bunch of duplicates that I then have do delete manually. My workaround so far has been to click "pick all" twice so it first selects all the images on my card and then the second click deselects them. Only then I get to start with a clean slate.

This issue was not present in version 21. Is this a bug or a feature I do not understand? Is there any way to get rid of this behavior? Thanks!
