Hold settings within session and from session to session

When I restart a session and a new session, my custom works space setting has to be renewed.

This also holds true for for the crop tool, The aspect ratio has to be reset with each use.

So, how do I hold my workspace settings from session to session, without going to the memorized setting and how do I hold tool settings during a session?

This was the way it worked for me in earlier versions.

  There is a setting in Preferences to force the crop ratio to remain the same as the last used setting.

  Are you using 16.2? I did report workspace resetting as a bug in 16.2 beta.
