I then rotate the wheel to a different hue. This shows no change with selected area

The piece of cake, rotated or not, defines the source color range. Changes to that source color are done using the sliders.

Thank you for your response. The sliders have no effect either.

You first have to create a mask, so that C1 knows where / in which part  of the imagethe hue is to change. Either you do that manually or you let C1 create by the picked color: Click the ... in the color editors headline and choose "create masked layer from selection" (not sure if this translated correct).

Yes and no, if you use the Advanced Color Editor on the image layer (formerly known as background layer) then you don't need a mask. Did you check that you actually have picked a color slice which covers your desired colors? This checkbox helps with that:

You're right. I should have been more precise, was thinking too much about my own workflow, where I do such editing on a separate layer and then a mask is required.

This is where my problem becomes apparent. When the checkbox is ticked, I can see the color changes I made through the saturation and hue sliders. As soon as I untick the box, it goes right back to the way the image originally was. I am referring here to the effects of the hue and saturation adjustments.

    Thank you!

Then check if you adjusted the tool on an empty layer, like Okular noted. If the Advanced Color Editor is adjusted on a layer without a mask then you will not have any effect, it works on the mask only.

That perfectly explains your observations. Here's the thing: the checkbox "View selected color range" always disregards any masks or missing masks, it always shows you the selected color range on the whole image.
