    What do you mean about not being able to access the library?

    What OS are you using, (Mac or Windows, and what version) and what exact release of Capture One? Are you working with sessions, or catalogs, or both? Does this happen with every session or catalog you use, or just one? If it's a catalog, where is it stored, and where are the image files stored? And can you give any more helpful details of the problem to help your fellow users here suggest what the solution might be?
