Dust Removal – what counts as "dust"?

Does anyone here know what the automatic dust removal is supposed to remove, apart from spots caused by dust on the sensor?

I regularly come across things like these, which aren't removed, but I'm unsure whether the automatic dust removal function is supposed remove them or not.
