    The color balance tool has the ability to control hue/saturation based on shadows, midtones, & highlights. Is this not an option for you?

    Color balance tool is great base grading tool- you can add colors and results are very smooth, but what I’m asking is a lot more precise and based on image color (not color to add)- for example you can reduce 10% of saturation in 4% of brightness part or add precise where skin tones are.

    The color editor can directly target skin tones and to some degree it can adjust colors based on luminosity, but I think it works based on saturation not luminosity. If you set the smoothness to 1 and adjust the shape, size, & depth of the selection 'slice' in the color wheel you can see the effect better. I suspect you're familiar with all of this though.

    Another alternative is using layers and masking the area where you'd like to adjust the colors.

    Besides the curves what is the tool you would use in photoshop for what you are trying to achieve?
