Capture One doesn't have a setting that lets you specify the output file size (most image editing programs don't).

You'll need to figure out which pixel dimensions and ppi settings are small enough to keep the file under 1mb if that's you're actual limitation.

Likely you just need to create a Process Recipe that spits out a JPG at 72ppi and small image dimensions (like 2000px on the long side for example).

In addition to Brian's comments can I ask why you want to set the 1Mb limit?

What are the objectives for it?

Would compression percentage be the main variable?

If not, what else would be acceptable to vary?

PPI settings won't make any difference to file size. It's only useful for printing. A 2000px-wide picture is a 2000px-wide picture, whatever the PPI setting.
