If you use Capture One to move a file to another folder it should move the adjustments you made to it along with it.

    Is this not happening??

If you move the file to another folder outside of Capture One (using finder or explorer), then the adjustments will not be moved along with it.

Im not sure if this answers your question fully, but
The software creates a folder when you start the session. Inside the session folder there is: capture, output, selects, and trash.
I have all the photo files I made adjustments to in my selects folder -- if I open this pictures with capture one or any other viewer no adjustment is applied, it is the original raw file.
Inside the same selects folder, is another folder (and sub folders) with all of the .cos files -- presumably with all of the adjustments.

My questions is how can I apply these back? There doesnt seem to be a way to open the .cos file -- and when I open the file from the selects folder, there doesnt seem to be any way to apply the .cos adjustment.

You are correct that the .cos files are the previews and adjustments of the images. You can not "apply" the .cos files to the images as far as I know though if you right click on an image in the browser you can regenerate the preview. Might want to give that a try. If you can not see the adjustments you made to the images in Capture One then some went wrong along your work flow.

Which folder did you import your images to?
Which folder were the images in when you made the edits to them?
How did you move the images to the selects folder, did you do it inside of Capture One or outside of Capture One in finder or explorer?
Have you updated Capture One since this problem occurred?

There is absolutely no need to do anything like export to move an image into the Selects folder. You can just drag&drop from Capture to Selects, or press Cmd-J, or click the Move to Selects button on the toolbar, and Capture One will sort it all out - it moves all the necessary files over including .cos file, .cot for thumbnails, .comask for masks, etc. If for some reason you have files without their .cos files, you can restore them from a backup or from their previous location.
