Adjustments background vs layer

Adjustments on background not the same result as on layer.
Example :
Image with only one adjustment:
Backround, exposure = +0,7 = highlights clipping
Reset exposure = 0
Layer filled, opacity 100%, exposure = +0,3 = highlights clipping

  Yes, this is correct. This is a known issue.
