Cursor toools not working in Windowss 10

I upgraded to build 13.1.0.172 on my MacOS Mojave MacBook Pro with a bluetooth mouse and everything works as it should. For serious work I use a Windows 10 desktop with a bluetooth mouse & keyboard, running C1 build 13.1.0.162. None of the cursor tools in healing or spot removal work as they should. Masks and spots can be set up but they don't execute and they can't be deleted with backspace or delete keys. With a usb keyboard the result is the same.

The end result of course is that one can't do much editting. Anyone know of the fix?
