Cannot activate Capture One 4 Pro

I am getting window saying "Could not activate because the upgrade limit is exceeded."

I thought it was free upgrade from C1 Pro 3.7.9. On the promo page it states "If you own Capture One 3.x Pro: You have a free upgrade to Capture One 4 Pro."

Am I reading something incorrectly?

  Bud, best to login to the Phase One web site and go to your License Management to review your current status, or open a support case with Phase One, so they can help you quickly.
