I really wish we could do decimals in aspect ratio

What's the point? If you want a 3 * 1.7 ratio, you can set a 30 * 17 ratio.0 -

Couple magazines I do covers for require images 7.5" x 8.25".
It 'd be simple enough to allow double decimal.0 -
Can you create an output recipe with the dimensions 7.5" x 8.25", and then use Output as the crop option? (Decimals are possible in the output recipe sizing.)

So you can do exactly that with the approach that Ian suggested.
Whatever you crop will retain those size dimensions for the output recipe if you set the recipe up to "Dimensions" as the Scale option.
Obviously the pixel resolution may vary.
If you need to work to a fixed resolution (perhaps a rather unusual approach but let's consider it) then calculate the ratio at, say, 300 pixels per inch for your output dimensions and work with that - but then that means you would need to get pretty much everything right in camera as far the size for the main subject. if you just want to shoot and crop without further size manipulation.
