Spot/Dust removal limit of 100?

I had to work on a particularly challenging landscape photograph shot at f18 where every single sensor spot was visible in the sky. There were more than 100 and once I reached that number, the spot removal tool quit removing the spots. Is this a bug or is the tool limited to removing a total of 100 spots?

  This is not a bug, the limit is at 100 spots.
