Its probably something quite simple to fix, but I can't work out how 😊
When I use LA and draw the outside line, I normally use 'fill' to mask the whole area. The outside line is a stronger mask than the inside which causes an issue for example when using exposure to darker the masked area (sky).
I get the same issue if I stop drawing the line and re start. The stop /start point is stronger. Its more noticeable on a less busy mask i.e. sky.
Opacity is below half way, hardness low. I mainly use a wacom tablet but just tried it now on my laptop using trackpad and I get the same effect.
Am I being too heavy handed drawing the outside line or am I missing something basic ! ? I wish to have the whole area the same mask opacity.

It sounds like you might be brushing over the edges more than once which will likely increase the opacity depending on how you have the parameters set. Lifting off and restarting will also produce an overlay of opacity.
Best solution may be to paint the outline at 100% opacity and then fill.
To reduce the opacity over a large area set the brush to Erase, opacity to whatever you think is right and use a VERY LARGE brush that covers the whole area if possible. Place the brush over the area and click.
Or .... set opacity to, say, 10% and the rest of the setting as described and then click once for each 10% reduction. Adjust this guidance to suit your specific purposes.
Note that the Flow setting may also be influential in the way you are using the brush when painting that will not be entirely reproduced by the "fill" routine.
Fill logically needs to work with known values, not variable values like flow, etc.
