Spot removal tool size not sticking?

If I set the Spot Removal size to,for example, 20 and start clicking on spots, it will reduce in size by one increment with each click until it reaches size 10.

Have I something set incorrectly?

I'm Windows 10.

  Hi,
  
  when this happens, did you first click on the spot size / change it? So when you started to click on the dust spots in your image this field was still active (orange)?
