How to export XMP data

I want to have my adjustments in Capture One written to the XMP file so that if someone opens the file in Photoshop, they will have the same adjustments that I have made. But the XMP file does not show any of my adjustments. It always stays at about 1K in size and never shows my adjustments even though the modification date stays current to when I make adjustments. How do I get the XMP file to show my adjustments?

  This is not possible I mean with C1. And even if it were possible, the steps are incompatible between Adobe and Phase One.
