Local Adjustment - no Level tool, no clarity ?

Just asking why can't the "level" and "clarity" tool be applied to a layer in local adjustments?
Level tool: making changes it affects all the image and not the layer masked
Clarity tool: can't choose clarity method (is grayed out)

Any suggestions or explanation?

  The clarity method has to be the same for the whole image. So you can choose the clarity method when you are on the background layer and then adjust the amount for an adjustment layer to a different amount from the image as a whole. Also you are correct that the Levels tool is not available as a local adjustment. However the Curves tool is and you can achieve a rather similar effect to Levels using it if you drag in the bottom left curve point along the base line to the right and the top left curve point along the top line to the left.

  No, but there is a bit of a workaround. You could also do things with contrast locally.
