Crop Tool, "Crop Outside Image"?

Can this feature be set as a default setting rather than having to to set this each and every time on a new file?

    No, at least not within the limitations of my current knowledge. This feature is handled as an image adjustment. As a result you can copy/apply it to any image with Local Copy/Apply or through the adjustments clipboard.
