Color Balance not showing up

I can't figure out how to get the Color Balance tool to show up in the local adjustments. The white balance and color editor are there, but I want to use the Color Balance tool specifically for modifying highlight and shadow colors. Is there a way to force this menu?

  You can put it there by right-clicking on an empty space under the 'Local Adjustments' tab (maybe collapse some of the tools). In the pop-up menu, choose 'Add Tool' - 'Color Balance'. It's not there because it does not work on local adjustment layers. All the tools under that tab do.

  The Color Balance tool cannot be used as a local adjustment, however you can move the tool to the Local Adjustments tool tab if you want to.
  
  The default workspace will show all tools available for local adjustments in the Local Adjustments tool tab.
