Cannot Launch CO 7.1.3

I updated to CO 7.1.3 and the program cannot launch in Windows 8 despite the fact that the CO icon is on my desktop. When I click on it the mouse goes into its busy routine for a couple of seconds but nothing. I uninstalled the older version of CO and reinstalled but still nothing. I tried clicking on the application file in Explorer but still nothing. Any suggestions?

  Probably a stupid question, but have you re-booted the PC since installing etc.?

  Thanks for asking. Yes I rebooted, in fact I did a cold reboot. Also I installed new graphics drivers for my ATI HD 6700 card and to no avail.
