I noticed this morning that the File menu contains 2 items that seem to me to be identical. One is named

Delete (Move To Catalog Trash) and the other is named
    Move To Catalog Trash

What, if anything, is the difference?

This is entirely normal. What you see depends on the type of collection you have selected.
In All Images, this is what you see (what you noticed)
    • Delete (Move To Catalog Trash)
    • Move To Catalog Trash

In a Project or Smart Album, this is what you see
    • Delete from Project (Project "project name")
    • [b]Move To Catalog Trash

In an Album, this is what you see
    • Delete from Album (Album "album name")
    • [b]Move To Catalog Trash

The first command is "Delete From the collection you have selected" and the second is "Delete From everywhere in the Document"
When you have selected the "All Images" collection, the two commands are equivalent.
