    There is no tool as such. There are a number of ways you can do it. For instance, create a local adjustment layer and paint a mask over the eyes. (No need to be super accurate as long as you don't paint over any other red areas.) Sample the red colour in the eye with the picker in the advanced tab of colour editor. Then adjust the saturation and lightness using the sliders in the colour editor to taste. Because you have selected the colour, only the red is affected. If need be adjust the contrast in the selected area too.

    (One advantage of this method is that it works for other colours too - for instance, flash creates green eye, not red eye, for a cat. Another is that you can tune the effect. Replacing the red with pure black can look a bit too much. Dark but not fully black may look more natural.)

    There is no automated way to do that except manual.
    Ian3 suggestion of using layers is single way to accomplish your work directly in C1.
