considering a new laptop

Hello,
I'm considering purchasing a new laptop (Surface Book). I'm a current and new user of Capture One Pro for Sony. Question(s):
If I purchase a new computer, do I have to buy the software again?
can I just move my catalog onto the external hard drive where I keep my photos, and then drag it back with the new computer?

Any help here would be appreciated. Thanks,

  You can add up to three computers on a single software license.
  If you log into your account on the main Phase One site, there will be a page to add/delete computer ID.

  With the Sony Pro version it's 2 computers (seats), still good to go though 😄
