Why is Toggle Full Screen Mode not an editable shortcut in C1 7.0.2?

We have set is as F in 6 and now it won't give me the option to edit it in 7

  Changes in the Mountain Lion OS and its "200+ New Features" make Full Screen a relatively standard feature for all Applications. As such, we cannot change it.
