Rotate Snap command?

can anyone tell me what the rotate snap command does?

    After a free or arbitrary rotate (any angle other the 90-180-270 degree), the image snaps to the 90-180-270 position which is closest. Easier to try than to explain. You might experiment with the rotation cursor tool first and apply rotate snap next.
