    Are you Exporting or Processing?

    If Export, Original or Variant?

If processing, how is your process recipe defined?

What do you have set for Rendering Intent?

What do you have set for your Soft Proofing Profile?

Let us start with those questions and see where the answers take us.

Two things other than CO1 could be the issue:
-the Windows (10) photo app. has something like "optimize" enabled by default. This setting can be turned off.
-Is your monitor calibrated to srgb? The Windows photo app. does not properly color manage to displays that have gamuts and are calibrated to colorspaces other than srgb.

I do confirm that Win 10 Photo app, does some magic without even asking, I had a client who complained about oversaturation and over contrast of send over images. Problem was in viewing them in Photo App, and 2 mistake was sending TIFFs in Adobe RGB, which also contributed to issue, while viewing images in PS showed no issue at all, on same machine.
