Previews are generated every time in sessions.

    Previews are stored in a subfolder of the folder where the raw images are located. So if my raw images are in

    Pictures/[Session name]/Selects

    then the previews are in

    Pictures/[Session name]/Selects/Capture One/Cache/Proxies

    and they are the .cop files.

    So I have a session in which I imported some images yesterday and I can go to those .cop files and verify that they have yesterday's date, not today's (they have not been regenerated).

    Under v12 nothing was imported, so all sessions have to be recreated and I have nothing in the folder you indicate.
