    Tricky to suggest anything.

Pretty much the only time I see any delays is when I am very low on available memory, much to low on available ssd disk space - especially the C: drive  or I'm working with a session of catalogue on my NAS which has dropped into hibernation and once in a while seems to not want to wake up when requested to do so.

This is an 8 years old Dell Precision running Win 7.

If you are familiar with reading application produced log files (or something similar) you could take a look at the C1 log files to see what they are reporting at around the time you find the problems.

If not you may want to enlist the help of the C1 Support Team and get them to take a look at the log file.

To do that use the "Submit a request" feature at the top of the forum pages.

You could also try rebooting the PC a couple of times without starting C1. That may sound odd but if windows has some "orphaned" temporary files loafing around is seems sometimes not to clear them out first time when tidying up after an unplanned crash or a kill command. Almost like there are a cascade of files with dependencies and it can only clean up one file in a dependency cascade as part of its cleansing efforts in a shutdown or restart process.

    Or something like that.

For the time it takes to run 2 or 3 reboots it's certainly worth trying it out.

Also you might try turning off Hardware Acceleration in the C1  preferences. Just in case there is something not quite right with the GPU setup.

Something that is recommended with tethering is that you remove the memory cards from the camera, although it does not make a difference with my camera.

I presume you shoot tethered a lot and therefore already know about having good quality cables, making sure you are plugged into a high speed port and have the correct camera settings, etc.

The C1 Youtube channel made a video on tethering with C1 quite recently, it may be worth checking it out, however it may be teaching you to suck eggs (just like this response I suppose :) ).

I just performed a test of the tethering and it is working well with C1 13.1.0 on a Windows 10 system (i7, 64gb, the total memory usage did not go above 10gb so you should be ok with the 16 you have). I have not tried the very latest version (13.1.1). I tried it both in live view mode and hand held with high speed shooting.
