Had a very quick reply from C1 support.
Thank you for bringing this issue to our attention, we appreciate the time you’ve taken to contribute towards the development and maintenance of Capture One.
I consider this a bug and have already filed a report with all the details for the R&D team.
If this tool is vital to your workflow I recommend you revert to the previous version while we fix this issue.
You can head out to our download archive and get the previous version (13.1) here: https://account.captureone.com/en/download/archive/ COArchiveWin
Choose the first option "Capture One 20 - Windows" as that is version 13.1Downloaded 13.1 and now have program list back.
and will wait for bug fix before downloading again.

I have the same issue....
Because of an update on my PC I did the upgarde on my laptop as well....surprise, there I have the newest CA version 13.1.1.31 and the plugin is working as before.
Only on my PC, I deleted it CA, reinstalled it a few times but still not workin gon the PC.
But what is the difference between my laptop (4GB RAM, small SSD) and the PC (32GB RAM, big SSD and HD's)?0 -

This is something that you will tell us :-)), starting with the OS version.
But actually, your system configuration might not be involved. As far as I have understood the problem (and this took many hours of investigations), the problem is probably related to the state of your registry. Not that there's something wrong with it, though. The OpenWith plugin related bugs have a characteristic : they don't appear on all systems and, depending on the versions of Windows and C1 that you are using, you may or may not be affected. This is due to the way C1 detects eligible external editors by scanning the registry. This approach is wrong and this has already been discussed in many other threads. See above. The C1 developers appear to be rather stubborn about this and I guess that we'll be regularly affected by these bugs until they change their mind.
