Watermark or overlay per image?
Depending on my image I would like to place the watermark/overlay in different areas - is it possible to specify watermark/overlays differently per image?

Yes, I think that's what I mean.
For example I have a picture of a flower and I would like the watermark to appear at a certain spot on a leaf in the bottom-right corner.
Then I have a picture of a spider and I would like the watermark to appear at a different relative spot between certain webbing.
Additionally once I've selected the correct watermark location I would like to be able to output the image in different formats (JPG, PNG, TIFF) without having to re-specify the watermark for each.
Is this kind of workflow possible?

No.
Although you can use the recipes to ensure that a particular Watermark is applied and set its size and position you need to do that for each recipe or to suit the needs of each change of a single recipe.
If you select multiple images any repositioning you apply will apply to all selected images.
So you is want different individual positions for all images that won't be a batch process.
On the other hand as each size of each image may need something different you will have to undertake the positioning work anyway.
So just do that and the send the image off to the batch queue and carry on with the next image.
Ctrl-D is the Keyboard shortcut to submit to the batch queue.
My guess is that you probably won't see much if any different in time taken to work one image at a time (assuming you always need to do that) rather than arranging an entire batch and then sending it once.
Especially since you can position the Watermark by dragging on screen.

Do we also have to manually duplicate the watermark 4-5 times per image for each export format? For example I want to export each image in various JPG, PNG and TIFF but each format is its own recipe and the watermark is attached to recipes and therefore not preserved (from what I see). Is it common that users setup the same watermark 4-5 times? Can a watermark be copied from one recipe to another?
It seems unlikely that anyone would want different placement of their watermark between file formats, the most I can imagine is possibly excluding it for a given format - what is this system for? I feel like I am missing something fundamental of what workflow the current setup is supposed to support.

If the watermark is text then copy and paste is possible. No big deal to set up a simple text type of entry anyway and only has to be done, if required, when creating the recipe. If it makes sense you can simply duplicate a recipe and modify the output settings.
If it is an image file then just connect the image file. Again it does not need to be a major task.
If the purpose is simply for different output file types then it might be easier to have one "recipe" and simply change the output file type given that you may want to move the positioning from image to image.
However in most cases different file type might be accompanied by different dimensions and different resolutions in which case font sizes or the size of graphic file watermarks may need to be changed for better appearance and positioning may change with composition.
Much depends on whether you are using the processes as an artistic way to position a contact card or a generic mark to prevent unauthorised replication.

In case anyone is following along, using an "overlay" instead of a "watermark" solves the issue of having to re-make the watermark for each export format, as it is not related to individual recipes (but overlays can't be scaled down as much so you have to get lucky that the minimum size is fine). But it does not solve the issue of having to manually adjust the mark for every image every time you export.
I don't know if devs follow the forum, but if they do, I would like to forward the idea that watermarks are often a component of the final composition and should have the option of being specified and saved per image so that exports can be repeatable. As it stands, making adjustments to exports requires imperfectly duplicating prior work.

If you wish to make the proposal there is the option of the Feature Requests forum or using the "Submit a Request" option to create a Support Case for the same purpose.
I you are going to the trouble of positioning your watermark very specifically for an individual image (or at least if I was doing that regularly) I would simply produce file complete with the watermark and then use that for any future requests. Maybe also have a file without watermark ... but then no watermark is not problem - just seems a little pointless re-processing every time and eventually running into the possibility of some sort of new development changing the way the old edits are interpreted.
If you have fixed that and the watermark by have a complete file available any such issues would be eliminated.
That said your particular requirements may not fit into that approach (which in effect is conversion and edit program agnostic) but I suspect most people probably would not often consider the needs for well managed artistic watermark. I know some do - but suspect most do not.

You bring up good points about the complexities of a generalized watermark solution.
I am using it to place a png signature at the bottom of images. I would want that to resize automatically along with any dimension adjustments in the output. Is that not a common a use-case? I guess I would maybe omit the signature for thumbnail sizes or other very small sizes, but otherwise I would have thought this would be a common use-case.
Your suggestion of exporting the images in, say, Tiff format with, and without, the watermark does solve the issue but of course gives up everything else so I would still opt to redo the signature manually instead.
