Turn off case sensitivity for Keyword Library search function
Is there any way to turn off case sensitivity for the Keyword Library search function?

Not that I am aware of.
However if I am correct in thinking that you are using the search in the KW Library List(s) rather than the Image database I'm not seeing a case sensitive search anyway. In either place. (It might be quite useful to have one!)

OK, Searching the available Libraries.
I can confirm that my Windows system shows no signs of case sensitivity using that search filter.
Build is 13.1.2 at the moment.
If case sensitivity is made available and can be turned on and off there needs to be a visible indication of the current state of the "switch" in order to avoid confusion.
Whilst I can see that separating case sensitive version of the same word into individual keywords has benefits for use in some situations, which is presumably why it has been implements that way currently, i wonder if it is really necessary in a search situations. Indeed it may not be helpful in many situations.
However the ability for the user to choose, especially when different languages or countries may have different local use expectations and standards, may well be avantageous.
