Allow for same keyboard shortcut keys to toggle tools and functions

It's be great if the same shortcut keys can be assigned to toggle tools on and off, and similar functions, instead of using different keys for essentially the same function :)

 

For eg, "o" can be used to activate the Spot Removal tool, and also deactivate the tool to return to the one that the user is originally using. The same goes for gradients.

Another example is to allow the same key to zoom in, and zoom out.
