Capture does NOT Load on Windows 10

I have the newest Windows Laptop running Windows 10, 64 Bit and OS Build 19041.748

 

I have No firewall or any blockers on, Tried downloading all versions of Capture and they simply do not load. The download goes smoothly, it creates a shortcut on desktop, I click, nothing happens.. 

Can somebody please help?? What am I doing wrong here??

  So download OK, you run the installation process and that works OK and creates a shortcut?

  Click the shortcut and nothing happens.

  Is that what occurs?

   

  Have you checked where the shortcut definition is pointing to?

  Have you tried navigating to the installation location and running the program directly from there?

  There is only one version of the download file. The activation key provided controls functionality.

  Does nothing all happen?
