Cannot get "filled adjustment ayer" tool to work
The filled adjustment layer tool doesn't get past the step after I "clear mask". When I return to the photo the cursor does not become the circle to paint in the adjustment to the selected area. It remains a normal cursor. The steps I have been using are: 1. I create a filled layer mask . When I hit M the entire photo shows red as expected. 2. I make adjustments to the photo in order to adjust the targeted part of the photo the way I want it to look. 3. I hit clear mask. 4. I move the cursor to the photo expecting to see the circle used to paint in the adjustments to the targeted part of the photo. 5. The cursor remains an arrow and not the circle.

Creating a layer and selecting a brush are two separate actions. Capture One tries to help you, sometimes. It doesn't always do what you want.
Create your filled layer, change your settings, clear the layer mask, then hit the B key to select the brush. Or click on the brush icon. Or maybe you want to use a radial gradient mask (T key). Or a linear gradient mask (L key).

When you go to clear the mask, is the Brush tool still selected? Or did you select a different tool? The Brush tool must be active to see the circle when the cursor's over the image.
