Cannot remove an added layer
I added a layer to a photo to add texture. Not only can't I remove the layer (the minus isn't highlighted), but it's showing up on every photo I imported. I tried deleting the photos from the destination folder but when I open up C1 and reimport from the sdxc card, all of the imports wind up with the texture layer ON THE BACKGROUND LAYER PHOTO. I can't import anything into C1 without the darn texture showing on top of it.

C1 will not delete the Background layer. Additional layers should be trivial to delete.
C1 can apply prepared sets of adjustment(s), on demand and at report time. You may inadvertently have (created and) activated one. Investigate Styles and Presets.

Found the problem. Overlay was checked in View panel. However, I still need to get rid of it (the added layer) if I want to see new layers without that one, don't I?

I don't think I ever used the overlay functionality. If you have an overlay and have it enabled, it should be sufficient to disable the overlay. You may perhaps find useful info via the link below.
