moving many image files from one external drive to a new one and retain all adjustments
The external drive with all image files is showing distress and needs to be replaced with a new external hard drive. The many catalogs reside on the computer hard drive refer to those image files. All image files and all catalogs are backed up on other drives. Adjustments have been made to many images. After trying to use "locate" and stay within C1 using test catalogs on the computer hard drive with hundred of images to refer to images on an external drive, it is clear to me I am not succeeding in having an existing catalog "know" where the raw and jpegs image files are and I get reports of off line.
I have read posts dealing with moving files from within catalogs but none seem to deal with moving referenced image files from one drive to another and retain adjustments, file structure etc.
I would greatly appreciate recommendations of how to do this. Thanks.

It is quite straightforward in fact to move referenced images from one drive to another.
Assume you have a folder called X in Drive (A) with lots of images in it (or in subfolders in it). Maybe a subfolder called 2019 Photos, one called 2020 Photos, etc.
Create a folder called Y, for instance, on Drive (B). Within Capture One's Library tool, just drag the folder 2019 Photos from X on drive (A) to Y on Drive (B).
Capture One will physically move the files and because you are doing it using the Capture One Library tool, rather than using Finder, it will keep track of where the images are and keep them linked to their edits.
Try it with a small folder first to get the hang of how it works and satisfy yourself that it does indeed preserve the edits.
I've moved thousands of images that way, without a problem.
Of course, make sure your catalog is backed up before you start.

Ian, thank you very much. As you suggested I did a few test runs. Staying within the Library tool, I selected
+ in the Folder section, a window appeared with "Add", went to the new drive and here is where I then selected new folder and then after creating that new folder, I then selected add. The tests worked. In some cases, the previous drive remained with a green label, in others it did not. I deleted them and the new drive had the files, plus adjustments! After a few more tests ,I will begin the move of the "real" image files.
Thanks to you, it all looks good. How can I give you more votes?
