CO21 crashing very often unless I disable the turbo

Hello everyone. 

I'm having this problem since long time, even in different laptops. It is a bit weird.

CO21 keeps crashing very often, even faster when I have the crop tool selected.

I already tried reinstalling it, even older versions, with and without OpenCL, and it's always crashing, But when I limit the speed of the processor to the base speed with turbo disabled. It does not crash at all, but my laptop with an I9, 32gb and RTX2070 becomes very slow like that.

I use ThrottleStop to limit the speed and disable turbo

Any idea what can be causing this and how can I solve it ?
