    Windows installations use the Windows "File Type" associations to create the list of available programs on your system that have the capability to edit the type of file (based on the file name extension) you are presenting.

    Many applications will, at the time of installation, register the file types they can support in the Windows Registry. However, some do not or at some point, the information may have been 'mislaid'. 

    You can use the Windows administrative function to create file type associations for installed programs and they should then become available for both Edit with and Open with.

    You may need to reboot the system for it to see and include the new registry entries successfully.

    Note that Windows will tend to accept any file type extension "name" string you enter for an application even if the application cannot directly open the files or does not support the file type. Just something to be aware of.

    Also simply making the application available for the file type does not guarantee that "Edit With" will work. There may be other technical limitations that prevent successful use for some applications.
