Windows, CO 21, v14.3 Export produces blank or fully pixelated thumbnail in Output folder
Processing in CO 20 works fine.
Why does export in CO21, using exact same files, process blank or pixalated thumbnails in the output folder ?

I'm not quite clear what you mean with "... using exact same files" and pixelated thumbnails in output folder? You're exporting images to JPG (?) and the result has any defects? If so, try to disable the hardware accelaration in the preferences, this usually helps with such problems.

10 edited photos from IQ4 150 (images) in CO21 exported as .tiffs to the output folder appeared blank (totally black) or totally mini pixels ( no image just a mass of tiny pixels).
The same photos imported into CO20 processed perfectly from edited RAW to .tiffs.
In preferences "hardware acceleration" is set to auto. Could be changed to "never" ????

Yes, this is because of graphics card drivers that doesn't match with the software. This was solved for me by unchecking hardware acceleration.

As you are running Windows you may have the opportunity to identify a "good" driver for your GPU so that you can reactivate Hardware Acceleration.
Perhaps check with your PC supplier to see if they have any updates available as a first activity.
Also, if there has in fact been a recent update, maybe roll back to the previous driver to see if that works for you.
If the PC supplier offers nothing and you have an independent GPU installed, it may be worth taking the time to look for newer driver software from the GPU technology source. (NVidia or AMD most likely).
Whether it is worth your time doing any of that really depends on your perception of processing speed. A GPU should provide faster performance in general terms but it's not always easy to identify truly impactful benefits unless one has a large output job to complete in a hurry (i.e. many images to be output) or something similar.
You might also try re-activating HW acceleration as is to see if you get a different result. C1 will usually re-assess your system to discover GPU assisting components and then rebuild the internal software needed to make use of them. It is possible that a previous run produced a less than successful result and re-running the process may, sometimes, resolve that.
All of this fits somewhere into the random pattern of GPU driver updates, Windows updates and, to some extent, application software updates.
