I am not running v21. Did you try creating a new catalog and importing the old catalog into it? This is a tip here in the forum which sometimes solves problems.

Tried many different things, but not that one. I'll give it a shot . . . and pray a little bit.

Unfortunately that didn't work for the Catalog, the problem still occurs in the new Catalog. But it seems to have worked for the Session, for now. but it may return, as I have found with other attempts to fix it suggested by the Support Team, where it seems to be ok at first but the problem eventually returns again.
I will now update to V.22 now and see what happens. This problem only started after updating to V.21, it wasn't a problem in V.20

Can reproduce the same in v22 (15.3.2) with a new catalogue+import done in 15.3.1. So appears to not have been fixed.

Thanks Propheticus. However, I'm still holding off upgrading to 15.3 because of all the bugs that are still not fixed. There are still 2 or 3 which I use all the time and would present a serious problem for me.

I don't get the "however" and apparent contradiction in your reply though. Perhaps you understood my post as a statement this issue is fixed. It is not. I said this bug is still there in 15.3 by confirming I(and some others) can reproduce the same behaviour you described.

I'd seen some recent posts which I understood to be saying that they weren't able to re-order Layers in the first place, but maybe they're having the same problem as you and I are.0
