New major versions always do that the first time they are launched.  I can think of several reasons why. Don't know if any of them are the reason Capture One does it.

Captureone 22 (sony) not recognizing capture one previous Capture One catalogue version "21" (Catalogue continues to work fine in Captureone 21)  The business of changing each catalogue so you have to upgrade each time is bizarre and unneccessarily complex.  Any fixes?  It's useless to me.

not recognizing capture one previous Capture One catalogue version "21"

I do not have that issue.  There were no catalog changes between version 21 and 22 that I can tell.  I can open the same catalog with either version.  This can be somewhat verified by opening the .cocatalog package (Show Package Contents) and looking at the backups that Capture One makes whenever it updates catalog formats.  The last update on my machine was dated last September.

However, I'm using Capture One Pro, not the Sony version.  Perhaps things are different using the Sony version.
