Layers Tool - expand with additional layers

In an update some time ago I recall the Layers Tool no longer expanding when adding layers beyond three or so, and also recall others lamenting the same problem.
Well, I've at long last discovered how to fix that:

- Drag the tool out of the Tools Panel into the floating area
- with the cursor click-hold and pull the bottom border of the box downward beyond its minimum size
- then drag the tool back into the Tools Panel scrollable area.
(simply moving it directly into the scrollable area won't work)

Seems it wasn't actually a coding change or bug, the update just inadvertently reset or changed the previous setting.
