Zoom Out Beyond Fit
I've looked through the forums and people have been asking for this for 13 years. !!!
Apparently it was possible in version 3-ish but was removed.
In an age where most of my work is being produced for online media, I'd love to be able to ZOOM OUT to quickly see what an image — ON ITS OWN — might look like at a smaller size.
Please don't suggest workarounds. This seems like a drop-dead easy feature to implement.

There is no feature to zoom out beyond zoom-to-fit.
However, if you really want to see what an image looks like as ti will appear in online media, just zooming out is not going to be the best way.
If you create an export recipe that produces a small size of output, perhaps at 1000px on the long edge, you can then use recipe proofing (View -> Recipe Proofing) to see it at exactly 1000 px on screen. And if, as you might, you have added some output sharpening, you will see it at 1000px and with that sharpening, So that gives you the best idea of what it will look like. And you can engage and disengage Recipe Proofing with a keyboard shortcut, so it is quick and easy.
Having said that, I agree that being able to zoom further out would be useful, though for other reasons, for instance to be able to adjust a radial mask outside the crop.
