    the short answer is no, you can't explicitly limit file sizes in Capture One, but it's easy enough to hand the images off to an image editor (even freeware software like Irfanview can do it - assuming you're on Windows) to specify a file size:

    No need for nonsense like scripts, "custom" software (whatever that is) and whatnot.
