Select, for example, 3 or more stars vs. currently only being able to select none or one for the five star ratings.

    I think you refer to filtering options. You can filter for more than one star rating by pressing Ctrl key while clicking the filter buttons. So you can activate the 3, 4 and 5 star filter at the same time and therefore filter for all pictures with more than 3 stars.
