PROBLEM
Diagnostics Check Server Access SOAP
Capture One was unable to connect to the activation server.
SOLUTION
Make sure you are connected to the internet and your firewall is not blocking Capture One's requests.
If those things are in order, then try again in case the server was simply unavailable.

Exception: Server was unable to process request. ---> Could not load file or assembly 'System.Memory, Version=4.0.1.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)
