It looks as though you'd need Capture One 23 (release 16.1.2 or later) for that. On past performance, it is most unlikely that they will retrospectively provide support for a new camera in an old version of the software.

Today 24-Nov-2023  I purchased perpetual license for C1 23 PRO  v.16.3, installed it on my PC.

Then I tried to open some Canon R8 RAW from DPReview and I was not able.

I'm not sure where the issue is, can you try to open some R8 RAW from their Gallery, may be their RAW files are not good.

I was about to go and purchase Canon R8 this coming Cyber Monday, 27-Nov-2023 but now sure now, since I can't open them in C1 Pro v.16.3.

You should be fine with R8 files on 16.3. (By the way, it is Capture One Pro 16.3, not Capture One 23 16.3. They have changed the naming system.) The list here

shows the R8 as supported from version 16.1.2.

I just tried downloading one from DPReview, and it works for me.

So what do you mean when you say you were not able to open them? What exactly did you do and what happened?

Are you sure that you have opened the new version 16.3 you installed, or is your shortcut still opening the older version you had? Make sure you are opening Capture One Pro, not some version of Capture One 23.
