The important part of the log is below. I closed the application at 19:55 and it took another 8 minutes to exit the process.

I can hardly imagine .NET GC collect takes 8 minutes :-) It collects within milliseconds. And as you've pointed out, the process is about to exit so no need to collect anything anyway. It is cleary a bug. Must be someting low level as it is past the Message pump stopped message.

Occasionally, I have had a similar problem with program versions before 16.3: I finish working, "close" the program, and then when I try to open it again, it says that there can't be two instances of the same program running. The solution was the same: close the process through the Task Manager.

I couldn't tell if it was related after a software update or a long work session. The last time it happened was yesterday, after backing up the catalog at closing, and as far as I remember I hadn't used the AI.

    Windows 11, 22H2
AMD Ryzen 7 3700U with Radeon Vega Mobile Gfx 2.30 GHz
    16.0 GB RAM

After I updated the nVidia GT 1030 display driver (I used version 516 that was more than one year old) the issue has disappeared.
