Some images don't get imported from a cloud collection
Implemented-
Unfortunately this is not the only problem. I did exactly this and although now all images are downloaded, a new problem occurs: all the edits and adjustments done in Capture One mobile are not taken over. Basically unedited raw files are imported. This aspect isn’t mentioned and isn’t solved with this bug fix

Unfortunately, I'm having the same issue. I've tried it multiple times - but only five images will download from the cloud. Multiple tries - each time - only five images download. That's not good. I just returned from a trip to Hong Kong, where I purposefully only brought my iPad Pro 12.9 vs. my 16" MacBook Pro. I was commissioned to shoot some travel-style photos - but would not need to deliver anything until I returned - so I wanted to use this as a test case. I'll start another ticket for the issues I had with trying to import large numbers of images - where Capture One on the iPad would stop and a pop-up of "Capture One is in trouble! You may need to restart the app." would appear and I would have to start all over. But that's another issue.
I had to back up everything via files and export it to my Sandisk SSD, so the trial run of iPad and Capture One on the iPad was a failure.
I hope the team at Capture One is working on the cloud upload/download issues, as well as the other comments above about losing the star ratings, dev settings, etc. The same happened to the few that would download.
Thanks, Jeff.

See the new release today (16.3.8) which has a bug fix for images from the cloud not all being imported.
